Hillcrest Care Ltd provide residential care - with very high standards of education in support of our children’s homes – and we offer foster care on a national basis. We have recently become involved in the provision of education for children with ASD, which was a natural corollary for our services. We continue to develop working partnerships with local authorities, and we continue to strive to meet the ever-increasing expectations of our local authority customers and the regulators. We also achieve some outstanding outcomes for the young people we look after.
There is little doubt that the standards of provision for looked-after children have improved enormously over the past 5 to 10 years. Most local authorities – certainly in the case of residential child care – have realised that their role is increasing one of purchasing, rather than providing, these services. They chose to encourage the development of a marketplace, which will give them value for money, and sufficiency of choice to meet al the needs of their looked-after children. Some of the improvements in partnership working and commissioning practice – particularly the establishment of consortia and the encouragement of a select list of preferred providers – have improved things enormously. Although lagging behind on the changes in residential care, I see a similar pattern emerging in the provision of foster care services – with the independent sector taking an increasing share of the foster care market, and local authorities becoming more expert in their commissioning strategies. All of these activities are set against the background of improved regulation and higher minimum standards to best protect the interests of each individual child. I don’t think we are there yet – budget constraints and the pressures of internal vested interests, still conspire against ensuring the best for every looked-after child - but I do see a rate of improvement which will continue.
